Roll over is a very commonly used term in the loan industry. This facility is quite helpful for borrowers who are unable to repay the loan on time and wish to apply for an extension on their loan. With roll over, payday lenders extend the repayment date to the next payday.

But, now the borrower needs to pay more interest as the lender usually charges additional fee for each rollover, thus, adding more interest to the original debt value. It is possible to have multiple rollovers on one single fast payday loan but not all payday lenders provide such facility.

3. Borrowing from a trusted provider:

Before selecting a money lending company, the borrower must be aware of the authenticity of that company. Take it as a negative signal, if very little information is available about the lender?s profile, or if a lender speaks too much about the terms and conditions of the loan.

4. Local rules and regulations:

Payday advance loan is a very new concept, but due to its attractive features it has gained popularity. Yet, in many countries it is regarded as a controversial practice and at times had to face legal battles to prove its worthiness. Hence, it becomes very important to apply for a loan from a payday loan lending company which is approved and legal.

Watch Android Jelly Bean Transfer Photos and Videos with a Tap [VIDEO]

Alongside many other new features in Android 4.1 Jelly Bean, Google has rolled out an updated version of Android Beam ? one that allows you to transfer photos and videos between two devices equipped with Near-Field Communication technology, or NFC.

First offered in Ice Cream Sandwich, Android Beam already allowed you to share things like web pages, contacts, directions, and apps by tapping together two phones.

If you?re already familiar with Android Beam, the new functionality is going to look and feel much like the Ice Cream Sandwich version. To send a picture or video you just have to load the photo up on your device and then hold it up against the rear of the device you want to send it to.

For instance, if you want to send a photo from your Galaxy Nexus to a Nexus 7 tablet, you would load the photo up on the Galaxy Nexus, and then touch it to the rear of the tablet.

Once the phone detects the Nexus 7, it will prompt you to tap the photo on the phone to beam it. A notification will pop up on your tablet, acknowledging the download. When the transfer is completed, your photo or video will show up on the other device -? in this case, the Nexus 7 -? just as if you took it on the device to begin with.

While definitely cool to watch, transferring videos and photos between devices isn?t exactly new.

The service Bump, for instance, will also let you transfer pictures between phones and tablets ?- even to your computer ? and can be used with both iOS and Android devices.

Microsoft lists 180 countries in Windows Phone 8 Marketplace, says apps can filter by screen size

Now that the dust has settled on the big Windows Phone 8 hoedown, Redmond is filling in the details of all its announcements. To wit, it just released a list of the 180 countries that will get access to its WP marketplace and developer app hub. That number is a big jump from the 63 markets and 38 app hubs of today, and with in-app purchasing coming soon, Microsoft emphasized that point -- along with the 100,000 apps in stock -- to developers. The software giant also added that the marketplace will filter apps by phone screen resolution and "other key characterstics," allowing easier targeting of users. Computer learns to make oriental ink paintings

A computer has mastered Sumi-e, a style of oriental ink painting that conveys a scene with just a few, delicate brush strokes.

The accomplishment takes automated image manipulation to a new frontier, according to MIT?s Technology Review, and may open the door for a new photo app to compete with the likes of Instagram.

The challenge Ning Xie and colleagues at the Tokyo Institute of Technology faced was to get a computer to generate natural-looking brush strokes in a repeatable manner.

Previously, researchers have tackled the problem using a so-called dynamic programming approach, but doing so was computationally expensive and only produced a stroke for a specific shape.?

That?s a problem if you want to turn a snapshot of a flower vase on the table into a Sumi-e painting with the touch of a button and do it all again moments later with a picture of your child in a sandbox.

So, Xie?s team used a technique called reinforcement learning, whereby the computer was rewarded when it made nice, smooth lines for a variety of strokes but not when it stroked poorly.

In this way, the computer learned a library full of brush strokes and now calls on them at any time to create a Sumi-e painting.?

The only catch is that humans manually draw contours on a photo that the computer then fills in with strokes.

The technique is explained in a paper posted on arXiv.org and to be presented at the International Conference of Machine Learning in Edinburgh, Scotland.

"The results ... we think are of good quality," Xie and colleagues conclude.

Abstract

OBJECTIVE:: To investigate the safety of laparoscopic colorectal cancer resections in a nationwide population-based study. BACKGROUND:: Although laparoscopic techniques are increasingly used in colorectal cancer surgery, little is known on results outside trials. With the fast introduction of laparoscopic resection (LR), questions were raised about safety. METHODS:: Of all patients who underwent an elective colorectal cancer resection in 2010 in the Netherlands, 93% were included in the Dutch Surgical Colorectal Audit. Short-term outcome after LR, open resection (OR), and converted LR were compared in a generalized linear mixed model. We further explored hospital differences in LR and conversion rates. RESULTS:: A total of 7350 patients, treated in 90 hospitals, were included. LR rate was 41% with a conversion rate of 15%. After adjustment for differences in case-mix, LR was associated with a lower risk of mortality (odds ratio 0.63, P < 0.01), major morbidity (odds ratio 0.72, P < 0.01), any complications (odds ratio 0.74, P < 0.01), hospital stay more than 14 days (odds ratio 0.71, P < 0.01), and irradical resections (odds ratio 0.68, P < 0.01), compared to OR. Outcome after conversion was similar to OR (P > 0.05). A large variation in LR and conversion rates among hospitals was found; however, the difference in outcome associated with operative techniques was not influenced by hospital of treatment. CONCLUSIONS:: Use of laparoscopic techniques in colorectal cancer surgery in the Netherlands is safe and results are better in short-term outcome than open surgery, irrespective of the hospital of treatment. Outcome after conversion was similar to OR.

What the health care ruling means to you | Health and Fitness

(CNN) ? The Supreme Court?s decision Thursday to uphold the Affordable Care Act means that the predictions about how it will affect all Americans remain in place.

Here are some highlights:

The uninsured

The decision leaves in place the so-called individual mandate ? the requirement on Americans to have or buy health insurance beginning in 2014 or face a penalty ? although many are exempt from that provision.

In 2014, the penalty will be $285 per family or 1% of income, whichever is greater. By 2016, it goes up to $2,085 per family or 2.5% of income.

Health care exchanges, which are designed to offer cheaper health care plans, remain in place as well.

The insured

Because the requirement remains for people to have or buy insurance, the revenue stream designed to help pay for the law remains in place. So insured Americans may be avoiding a spike in premiums that could have resulted if the high court had tossed out the individual mandate but left other requirements on insurers in place.

Young adults

Millions of young adults up to age 26 who have gained health insurance due to the law will be able to keep it. The law requires insurers to cover the children of those they insure up to age 26. About 2.5 million young adults from age 19 to 25 obtained health coverage as a result of the Affordable Care Act, according to the U.S. Department of Health and Human Services.

Two of the nation?s largest insurers, United Healthcare and Humana, recently announced they would voluntarily maintain some aspects of health care reform, including coverage of adult dependents up to age 26, even if the law was scrapped.

People with pre-existing conditions

Since the law remains in place, the requirement that insurers cover people with pre-existing medical conditions remains active.

The law also established that children under the age of 19 could no longer have limited benefits or be denied benefits because they had a pre-existing condition.

Starting in 2014, the law makes it illegal for any health insurance plan to use pre-existing conditions to exclude, limit or set unrealistic rates on coverage.

It also established national high-risk pools that people with such conditions could join sooner to get health insurance. As of April, a total of only about 67,000 people were enrolled in federally-funded pools established by the health care law, according to the National Conference of State Legislatures.

More than 13 million American non-elderly adults have been denied insurance specifically because of their medical conditions, according to the Commonwealth Fund. The Kaiser Family Foundation says 21% of people who apply for health insurance on their own get turned down, are charged a higher price, or offered a plan that excludes coverage for their pre-existing condition.

All taxpayers

No matter what the Supreme Court had decided, it would have been a mixed bag for all Americans when it comes to federal spending. There is heated dispute over what impact the health care law will have on the country over the long term.

The federal government is set to spend more than $1 trillion over the next decade to subsidize coverage and expand eligibility for Medicaid. The nonpartisan Congressional Budget Office estimated that the law could reduce deficits modestly in the first 10 years and then much more significantly in the second decade.

The CBO said a repeal of the mandate could reduce deficits by $282 billion over 10 years, because the government would be subsidizing insurance for fewer people. But the nation faces costs in various ways for having people who are uninsured. The Urban Institute?s Health Policy Center estimated that without a mandate, 40 million Americans would remain uninsured.

Meanwhile, the Flexible Spending Accounts that millions of Americans use to save money tax-free for medical expenses will be sliced under the law. FSAs often allow people to put aside up to $5,000 pre-tax; as of 2013, they were to face an annual limit of $2,500.

Small business owners

The rules and benefits small business owners face as a result of the health care law remain in place.

As CNN has chronicled, the law brought a mix of both. The director of the National Federation of Independent Business is one of the plaintiffs who pushed the court to strike down the law. Meanwhile, a group called Small Business Majority fought to protect the law, saying its loss could be a nightmare.

As of 2014, under the law, small firms with more than 50 full-time employees would have to provide coverage or face expensive fines.

All Americans, in lesser known ways

The massive health care law requires doctors to report goodies they get from medical supply companies; demands more breastfeeding rooms; requires all chain restaurants to list calories under every menu item, and includes numerous other provisions, which now remain in place.

Doctors and other health care providers

Health care providers have already begun making changes based on the 2010 law, and in preparation for what will go into effect in 2014. Those plans continue.

In the short term, doctors avoid ?chaos? that may have resulted from the law suddenly being dropped or changed, according to Bob Doherty, senior vice president of governmental affairs at the American College of Physicians, who wrote a blog post on the website kevinmd.com this spring.

Medical groups have disagreed over the law.

Chicago cops to work with ex-felons to curb shootings

Chicago police will try to reduce the city?s growing murder rate by partnering for the first-time with anti-violence group CeaseFire, which trains ex-cons to attack violence as if it were a spreading disease.

Chicago-based CeaseFire, whose ?violence interrupters? programs have been replicated and studied in several U.S. cities, as well as in Iraq, will receive $1 million from the Windy City?s Department of Public Health beginning July 13.

CeaseFire previously received state and federal money, but not city funding, the group said.

The partnership was proposed after Memorial Day weekend shootings left 10 dead, pushing the city?s homicide count to 200 for the year, the Chicago Sun-times reported. By June 17, the Sun Times said, the city?s murders were running 38 percent ahead of the same period in 2011.

The new funding will boost the number of CeaseFire program workers in Chicago to about 140, up from 100, Dr. Gary Slutkin, CeaseFire founder, told msnbc.com. ?

Slutkin last weekend was on a U.S. Conference of Mayors panel with mayors from Baltimore, Philadelphia, New Orleans and Fresno to encourage other cities to support CeaseFire?s model, which can be seen online in PBS? ?Frontline? documentary ?The Interrupters.?

Slutkin, an internal medicine and infectious diseases specialist, said CeaseFire takes a public health approach to public safety.

?Violence has been misunderstood,? Slutkin said. ?In the absence of a correct strategy, violence will go up, down or sideways in waves. The only way to predictably reduce it is using methods that interrupt it.?

Violence is perpetuated as people consider it the norm, he warned.

?You get a situation where someone looks at someone?s girlfriend, now the expectation is it?s normal to shoot someone,? he said.

He said CeaseFire tries to intervene with the people who are at highest risk for violence.

Slutkin acknowledged?a Sun-Times report that six?ex-felons?have been arrested while working for CeaseFire. However, he said, it's rare. The program sees just a 1 or 2 percent relapse rate, he said, with only two people out of 600 hired over 12?years having been convicted.

Workers go through intensive training, are?hired by panels and are subjected to regular drug?tests, Slutkin said.

On the street, they work like disease-control workers.

?What we do is figure out who the people are who are spreading the disease, the people most likely to be shooters,? said Amy Ellenbogen, who directs Save Our Streets Crown Heights, a Brooklyn, N.Y., program replicating CeaseFire and serving about 20,000 residents in a 40-block area.

From an eight-member team, four work as street-outreach counselors, trying to get the people most at risk of committing violence to change their focus, perhaps toward getting a GED or job, she told msnbc.com.

?Street outreach is incredibly important, knowing the players and how to persuade them to make better choices,? Ellenbrogen said.

Another four are the interrupters, who step in to mediate potentially violent situations.

?We?ve mediated over 100 incidences? since the team was hired in February 2010, Ellenbogen said.

Like other public health campaign, the program tries to ?change the norms of the community,? which means making gun violence not acceptable.

Merchants have signs in window that count the days since last shooting; pizza boxes at a local parlor carry the words ?Stop shooting, start living?; neighborhood posters proclaim, ?Don?t shoot, I want to? grow up.?

Community meetings are held when a shooting does occur, she said. The number of shooting deaths dropped to 13 last year from 25 the year before in the area served, she said. ?

Kvivota overcomes shaky start in Wimbledon defense

Bill Wiard's wood products won the Best of Show. The First National Bank and Trust of Iron Mountain sponsored the accompanying $175 prize.

The $175 People's Choice Award was sponsored by Northern Michigan Bank and was won by Dan Recla for his metal sculptures.
