Finance Department postpones date for end of Canadian penny

Finance Minister Jim Flaherty announced Monday that the Royal Canadian Mint will no longer circulate the one cent penny as of Feb. 4, 2013, which is a revised date from the original announcement last fall.
Following meetings with small businesses and retailers throughout Canada, the Department of Finance learned that many business owners preferred that the transition date for the penny be postponed until after the busy holiday shopping season. Owners argue that this will give their staff and consumers enough time to prepare for the end of the penny.


Minister of Finance Jim Flaherty confirmed in a news release Monday that the penny will no longer be circulated as of Feb. 4, 2013. Originally, Flaherty announced that the Mint would not circulate the one cent penny as of this fall.


?Setting a clear transition date will allow consumers, businesses, charities and financial institutions to plan accordingly in the lead-up to February,? said Minister Flaherty. ?We want to thank all Canadians for sharing their views with us, especially as it relates to this transition.?


In the meantime, the Mint will not be forced to produce new pennies because there is a sufficient supply.


As part of Prime Minister Stephen Harper?s Economic Action Plan 2012, the government stated in March that it was eliminating the penny from its coinage system. This would save the federal government about $11 million per year. Flaherty encouraged everyone to donate their pennies to charity.


Starting in the winter, all cash transactions will be rounded to the nearest nickel: $1.02 will be rounded down to $1.00 and $1.04 will be rounded up to $1.05. For debit, cheque or credit card transactions, there will be no need to do any rounding. The penny will maintain its value in perpetuity and will always be allowed in transactions.


The Canadian government will inform its citizens about the elimination of the penny in the coming months.

(AP) ? Illinois authorities took the unusual step of searching guards and other prison employees for contraband as they left at least seven facilities last week, sparking worker allegations that the checks may have been reprisals for complaints about overcrowding and understaffing and inside information leaked to the news media, workers and union officials told The Associated Press.

Department of Corrections spokeswoman Stacey Solano would not confirm that the searches had intensified, but she said they are a routine security measure to control banned materials from cellphones to weapons.

The dustup over the pat downs comes as Gov. Pat Quinn pushes a cost-cutting plan to shutter several state correctional facilities, including next month's scheduled closure of a "supermax" prison in Tamms. The move has been fiercely resisted by prison workers who fear increased violence if currently isolated gang members are moved elsewhere.

The searches began just days after prison workers complained publicly in Springfield about prison conditions and followed a newspaper report about where some displaced Tamms inmates would go. That report was based on an internal Corrections document.

The employees' union said such searches are rare and may constitute "retaliatory harassment," which the Corrections agency denied.

Employee searches started July 23 at prisons in Danville, East Moline, Pontiac and Taylorville; the Menard prison in Chester; the Shawnee lockup in Vienna; and Illinois River Correctional Center in Canton, according to workers and their union, the American Federation of State, County and Municipal Employees. At least some have occurred when workers punched out.

Illinois Department of Corrections policy allows searches of employees at any time ? beginning, during or ending a shift ? to ensure they are not carrying banned materials, from magazines and cigarettes to illegal drugs and weapons.

But Kim Larson, an accountant at the Danville prison for 12 years, said she never received a pat down before when she left her 7 a.m. to 3 p.m. shift.

"It was weird. Usually, they do it at the beginning of the shift, when we're coming in," she said. "I mean, what are we going to take out?"

She said no one told the employees the reason for the search, which for Larson involved going to a restroom with a female officer, emptying her pockets and undergoing a pat down of her body.

Larson said that type of search, even when arriving at work, is so unusual that she can't remember the last time she had to go through any security measure other than the daily inspection of bags and walk through a metal detector.

Solano would not say where pat downs occurred or the reason behind them.

"The department has full authority to search employees whenever it chooses ... to ensure that employees are not participating in the movement or introduction of contraband inside the facilities," Solano said. "IDOC is vigilant in keeping contraband out of the facilities, and this is one such measure the department is taking to ensure safety and security inside the prisons."

It's conceivable that information leaked from a prison would be in paper form because correctional officers, for instance, don't have continuous access to email. But AFSCME is more concerned that the action may be aimed at gagging staffers.

"Coordinated shakedowns of staff are nearly without precedent in anyone's memory," AFSCME spokesman Anders Lindall said. "To do this at the same time union members are coming forward as whistleblowers to reveal the dangerous consequences of the administration's closure plans reeks of retaliatory harassment."

Solano denied that the department retaliates against staff but said, instead, the agency "encourages employees to use the proper process" for reporting problems to the Office of the Executive Inspector General.

Quinn's announcement of the prison closure plan has been followed by several reports of troubling incidents inside correctional facilities.

The AP reported earlier this month, after tipped by people knowledgeable about the prisons, on a string of violent incidents and an inmate drug overdose in the previous six weeks.

AFSCME members and correctional workers came to Springfield two weeks ago and publicly testified against closing prisons because of inmate overcrowding and understaffing. Illinois prisons currently hold about 48,000 inmates in a system designed for 33,000. The number of employees has fallen from more than 16,000 in 2002 to less than 12,000.

Days after AFSCME's public forum, the (Decatur) Herald & Review reported on an internal Corrections memo that designated nine Tamms inmates for transfer to prisons out of state. That prompted lawmaker complaints that Tamms should stay open because other Illinois prisons couldn't control some of the state's worst criminals.

The Tamms supermax isolates gang leaders and violent troublemakers from the rest of the incarcerated population, stifling problems at other prisons, advocates say. Quinn says it's underused and too expensive and wants it closed, along with a prison in Dwight.

The Decatur report prompted a letter to the newspaper from Corrections executive chief Jerry Buscher. It warned that publishing the information could jeopardize the safety of guards and inmates and would be viewed "as attempting to promote disorder within the prison system."

Buscher sent a similar letter to The Associated Press after a reporter asked Solano about information from internal documents the AP had obtained.

Lindall said corrections officials told AFSCME the pat downs are necessary because officials recently found inmates with cellphones during a search at Stateville prison in Joliet. Solano confirmed authorities found contraband earlier this month at Stateville but would not comment further because an investigation is ongoing.

Toby Oliver, a correctional lieutenant at Tamms who was stabbed by an inmate at Stateville in 1995 and has criticized Tamms' closure, called it "coincidental" that the pat downs began two days after the Decatur newspaper report.

He said he never remembers an end-of-shift pat down.

"What is coming out of the institution seems to be the priority," Oliver said. "You'd think it would be the other way around."

Queen plays cameo with 007 at eccentric Games opening

LONDON (Reuters) - James Bond actor Daniel Craig and Britain's Queen Elizabeth stole the show at a spectacular 2012 Olympic opening on Friday, appearing together in a comic film beamed to 60,000 people in the main stadium and a billion viewers around the world.

After a an eccentric and exuberant trip through British history and culture, athletes took center stage in London as the Greek team kept Olympic tradition and led out thousands of competitors dressed in national costumes.

They marched around the stadium in double quick time, urged on by the up-tempo beats of the Bee Gees band and others, and the world's fastest man Usain Bolt strod confidently with the Jamaican flag while playing up to cameras and cheering fans.

Libya and Egypt represented a new chapter in their history after the tumultuous events of the Arab Spring, while the first female Olympic athletes from Saudi Arabia, Brunei and Qatar made history by making an appearance.

Earlier, footage featuring the 86-year-old monarch complemented a show that "Slumdog Millionaire" director Danny Boyle turned into an unabashed celebration of the host nation stamped with an unmistakably cinematic style.

While it struck the wrong note with some media commentators covering the ceremony around the world, the packed live audience was swept along in the drama.

In the tongue-in-cheek film Craig wears his trademark tuxedo and enters Buckingham Palace. The queen, with two corgis at her feet and in her cinematic debut, turns from a writing desk and says simply: "Good evening, Mr. Bond."

The moment drew a huge cheer from the crowd, not used to seeing Her Majesty play such an informal part in proceedings, and coincides with a resurgence in the royal family's popularity following the 2011 wedding of Prince William and Kate Middleton.

Doubles of Bond and the queen then parachuted from a helicopter above the stadium, built on the Olympic Park in a once derelict area of London's East End, and the national anthem sang by schoolchildren and Union flag raising followed.

SATANIC MILLS

The surreal footage and stunt had been kept a closely guarded secret in the buildup to the ceremony, which ends with the lighting of the Olympic cauldron.

Over the following 17 days, the drama of sporting contest takes hold the length and breadth of Britain as more than 16,000 athletes from 204 countries will strive to achieve their ultimate dream - Olympic gold.

The ceremony, inspired by Shakespeare's "The Tempest" and backed by rousing music from across the centuries, began with a playful recreation of an English rural idyll with grassy meadows, fences, hedges, a water mill, maypoles and a cottage.

A cast including shepherdesses, sheep, geese, dogs and a village cricket team filled the stage during the one-hour prologue to the show that included a dramatic, low-level fly-past by the jets of the Royal Air Force's Red Arrows stunt team.

After "England's green and pleasant land" came the "dark Satanic mills" of William Blake's famous poem.

Titled "Pandemonium", the next phase saw the grass uprooted and fences torn down to be replaced by a blackened landscape of looms and foundries that conjured the Industrial Revolution.

To the deafening beat of hundreds of drummers, giant chimneys rose from the ground and began to belch smoke as a small army of volunteers, dressed as 19th century factory workers, forged one of the five Olympic rings.

The giant orb was raised to the sky to join the four others, letting off a fountain of sparks and drawing gasps from many in the audience.

All around, especially designed "pixel" light boxes installed next to every seat accompanied each scene and created giant images of waves, flags and words.

In the second of three "acts", Boyle paid homage to the National Health Service, an emotive subject in Britain where people hold the right to free health care close to their hearts.

Hundreds of dancing and roller-skating nurses and doctors pushed beds on to the now empty stage, and when the beds were illuminated, they spelled "GOSH" for the cherished Great Ormond Street children's hospital in London.

"The atmosphere was electric coming out into the stadium - like we could take over the world with our beds!" said Rachel Dobbin, a speech and language therapist from London who performed as a nurse in the ceremony.

"I want to do it again, even in spite of all the rainy rehearsals!"

VOLDEMORT VS POPPINS

Giant representations of famous villains from English literature, including J.M. Barrie's Captain Hook, J.K. Rowling's Voldemort and Ian Fleming's Childcatcher, rose from their beds.

They were quickly vanquished by dozens of Mary Poppins characters descending from cables criss-crossing the stadium roof, carrying brightly illuminated umbrellas.

Comedian Rowan Atkinson, adopting the globally recognized character of mischievous Mr. Bean, brought the house down as he joined the London Symphony Orchestra playing a single note throughout the score to Olympic film "Chariots of Fire".

The final act, starring hundreds of young nightclubbing dancers, was a breathless journey through popular British culture over the last five decades, featuring music from everyone from the Sex Pistols to Queen and the Jam to the Who.

Sitting at a computer outside a small house on stage was Tim Berners-Lee, the Londoner who invented the world wide web and enabled the explosion of social networking that is playing a major part at the London Games.

Soccer player and A-list celebrity David Beckham played a brief part, filmed steering a boat that sped along the River Thames with the Olympic torch on board.

At one end of the stadium stands a grassy knoll topped by a tree and at the other end the 23-tonne bell, which Bradley Wiggins, Britain's winner of this year's Tour de France, rang to kick off proceedings.

Among the crowd were celebrities, ordinary Londoners, visitors from abroad and dignitaries including U.S. First Lady Michelle Obama as well as presidents, prime ministers and European royalty.

Boyle paid tribute to the 10,000 volunteers, cast and crew taking part in the ceremony which had as its theme "Inspire a Generation".

"We hope the feeling of the show is a celebration of generosity," he said. "There's no better expression of that than these volunteers."

Ex-Beatle Paul McCartney will be among the many performers on the night, but the biggest secret of all - who has the honor of lighting the Olympic cauldron at the end of the show - remains a mystery.

Tanner Hendrickson and Leigh Sedley to face-off for ASP 4-Star Quiksilver Surf Open Acapulco Title

Hawaii?s Tanner Hendrickson and Australia?s Leigh Sedley earned themselves a shot at the Association of Surfing Professionals (ASP) 4-Star Quiksilver Surf Open Acapulco Title after claiming top honours in their respective Semi-final heats that went down at the main event site of Playa Revolcadero in Mexico on Sunday, July 22.

The first Semi-final saw Hendrickson get the better of America?s Michael Powell to advance through into the final, while eliminating his rival from the competition.

Costa Rica?s Carlos Munoz was forced to make an exit from the contention for the event title after succumbing to Sedley in the second Semi-final, sending the latter into the final stage of the competition.

The six-foot waves on offer at the primary event site kept the surfers on the back-foot even during the semi-final stage, making it tough for them to collect big-scoring rides.

Pitted against Powell in the first Semi-final, Hendrickson clearly had his work cut out for him as his rival had been one of the standout performers since the very first day of the competition.

Both Hendrickson and Powell fought tooth-and-nail in demanding surfing conditions, doing everything they could to post a series of scores on the score-board. The Hawaiian surfer eventually finished with a heat-total of 8.80 points, beating his rival by a mere 0.03 points to claim top honours.

Powell seemed pretty satisfied with an equal-third finish, stating, ?This is by far the furthest I?ve made it in an ASP event and it?s a little disappointing to make it this far and get cut, but I?m happy. I?m definitely doing the Virginia Beach contest and hopefully I can carry some momentum over to there.?

The next heat saw Sedley and Munoz squaring off for a place in the Final. The inconsistent waves once again made a huge impact in the battle, with both the surfers clearly struggling to maintain control during their search for a couple of decent scores.

Sedley eventually managed to reach a heat-total of 12.10 points, consequently taking a win over Munoz, who finished with a two-wave total of 7.00 points.

?The waves were really inconsistent and it?s really hard out there, but I tried my best,? Munoz said later in the day. ?I was waiting patiently and I couldn?t find a good one, but I?m happy to be here doing events in Latin America.?

With the conclusion of the semi-finals, only one more heat remained to determine the fate of ASP 4-Star Quiksilver Surf Open Acapulco.

Britain Becomes First Country To Offer Free Flu Vaccine To All UK Kids

LONDON, July 25 (Reuters) - Britain is to extend its seasonal flu vaccination programme to all children, free of charge, becoming the first country in the world to do so, the Department of Health said on Wednesday.
Children will get AstraZeneca's nasal spray vaccine rather than injections under the new scheme, which is expected to cost more than 100 million pounds ($155 million) a year and cover to up to 9 million children once it is fully established.
The roll-out is likely to take some time, however, since the drugmaker will not have the capacity to deliver enough new vaccine until 2014 at the earliest.
Health experts broadly welcomed the move but said it would be important to keep up constant monitoring of responses and work ahead of time to ensure the plan is accepted by the public.
Peter Openshaw of the centre for respiratory infection at Imperial College London said although there were "areas of debate" about vaccinating healthy children as well those in high-risk groups, he nevertheless strongly supported the plan.
"Not only would it protect children against flu but it would also reduce the circulation of flu in the population and ... protect those at high risk of severe disease," he said.
The vaccine, sold under the brand name Fluenz in Europe and FluMist in the United States, is made by AstraZeneca's MedImmune unit and has been available for the past decade in the U.S. This is the first big contract for the product outside America.
While the list price for the vaccine is 14 pounds ($22) a dose, Britain's National Health Service is likely to have negotiated a substantial discount, which may limit the profit boost for AstraZeneca from the contract.
Fluenz contains live attenuated flu virus strains, which are weakened so as to not cause illness.
In several clinical studies it has proved more effective in children compared with traditional injectable vaccines containing inactivated strains made by companies such as GlaxoSmithKline, Sanofi-Aventis and Novartis .

SCHOOL BREEDING GROUNDS
Healthy children do not die of seasonal flu as often as old people do, but they can get so ill they need to go to hospital. Schools also act as a breeding grounds for flu, which can then be brought into the home to infect other family members.
Adam Finn, a professor of paediatrics at Britain's Bristol University said he thought the all-children vaccination plan was a good one.
"We know it's effective and safe and flu can be a serious illness in childhood, not just in old age," he said.
He added that with more than a year until the programme is fully established, health authorities have time to do more research on how well the programme will work and be accepted.
But David Elliman, consultant in community child Health, Great Ormond Street Hospital, said he had "immense concerns" about the amount of human resources likely to be needed to implement the programme.
"School nurses are already very hard stretched and come nowhere near delivering the basics from the Healthy Child Programme," he said in an emailed comment.
He was also worried that the evidence behind the policy decision had not been made public. "Until that ... is published, it is difficult for people to comment on whether this is an appropriate decision," he said.

MRSA cases in academic hospitals double in five years

ScienceDaily (July 26, 2012) ? Infections caused by methicillin-resistant Staphylococcus aureus (MRSA) doubled at academic medical centers in the U.S. between 2003 and 2008, according to a report published in the August issue of Infection Control and Hospital Epidemiology, the journal of the Society for Healthcare Epidemiology of America.

Researchers from the University of Chicago Medicine and the University HealthSystem Consortium (UHC) estimate hospitalizations increased from about 21 out of every 1,000 patients hospitalized in 2003 to about 42 out of every 1,000 in 2008, or almost 1 in 20 inpatients. "The rapid increase means that the number of people hospitalized with recorded MRSA infections exceeded the number hospitalized with AIDS and influenza combined in each of the last three years of the survey: 2006, 2007, and 2008," said Michael David, MD, PhD, an assistant professor of medicine at the University of Chicago and one of the study's authors.

The findings run counter to a recent CDC study that found MRSA cases in hospitals were declining. The CDC study looked only at cases of invasive MRSA -- infections found in the blood, spinal fluid, or deep tissue. It excluded infections of the skin, which the UHC study includes.

MRSA infections, which cannot be treated with antibiotics related to penicillin, have become common since the late 1990s. These infections can affect any part of the body, including the skin, blood stream, joints, bones, and lungs.

The researchers attribute much of the overall increase they detected to community-associated infections -- those that were contracted outside the healthcare setting. When MRSA first emerged it was primarily contracted in hospitals or nursing homes. "Community-associated MRSA infections, first described in 1998, have increased in prevalence greatly in the U.S. in the last decade," David said. "Meanwhile, healthcare-associated strains have generally been declining."

The study utilized the UHC database, which includes data from 90 percent of all not-for-profit academic medical centers in the U.S. However, like many such databases, the UHC data are based on billing codes hospitals submit to insurance companies, which often underestimate MRSA cases. For example, hospitals might not report MRSA cases that do not affect insurance reimbursement for that particular patient. In other cases, hospitals might be limited in the number of billing codes they can submit for each patient, which can result in a MRSA code being left off the billing report if it was not among the primary diagnoses.

David and his team corrected for these errors by using detailed patient observations from the University of Chicago Medical Center and three other hospitals. They looked at patient records to find the actual number of MRSA cases in each hospital over a three-year period. The team then checked the insurance billing data to see how many of those cases were actually recorded. They found that the billing data missed one-third to one-half of actual MRSA cases at the four hospitals. They used that rate of error as a proxy to correct the billing data from other 420 hospitals in the UHC database and arrive at the final estimates.

"I think this is still an underestimate of actual cases," David said. "But we can say with some assurance that this correction gives us a more accurate lower bound for how many cases [of MRSA] there actually are. What's clear from our data is that cases were on the rise in academic hospitals in 2003 to 2008."

It's taken just over a month for Nokia to get everything in place, but its now announced that around 50 "world-class imaging specialists" have joined Espoo's already substantial mobile imaging department, alongside a stack of Scalado's technologies and intellectual property. The imaging specialist's co-founder, Sami Niemi, who will now head up the Capture and Relive section of Smart Devices at Nokia, said: "The technologies and competences we've developed should help move from taking photos to capturing memories and emotions." Stages in Love Relationships

Just as children go through normal, predictable stages of development, so do relationships. And just as it is helpful for parents to understand their children by understanding the phases of development, so it is helpful for couples to know the stages of relationships, know which one they are in and thereby see what is happening from a perspective of intelligence and wisdom.

The Enchantment Stage

Most love relationships start off in what is usually called the ?Romantic? phase or the ?Enchantment? phase. It is a wonderful phase. The brain secretes a special endorphin in this phase that makes the lovers feel happy, complete, alive, and very positive. When you are ?in love? you literally are on drugs. In this phase the partners want to spend lots of time with each other (that?s when the endorphin gets secreted and the partners want that wonderful feeling).

When we are ?in love? and on endorphins, we actually feel different, respond differently and in some ways ARE different. The endorphins make us feel whole and complete so that we are less easily hurt or bothered and our reactivity is greatly lessened. That?s why the poet can say, ?I love you not because of who you are, but because of who I am when I?m with you?. There is truly something wonderful about this first phase of being in love.

In the ?enchantment? phase there is a lot of laughter, playfulness, affection and sexual energy. Negative traits are minimized or ignored or rationalized. Wounds and Adaptations are softened and soothed and minimized during this bonding phase.

There is a great emphasis on similarities and ?sameness?. ?You play tennis? That?s great! I love tennis!? The person who says that may have played tennis once or twice and sort of liked it, but in the romantic phase only the positive is remembered and many hours of fun and pleasure playing tennis are eagerly anticipated. The person is not lying or deliberately exaggerating; in the romantic stage while on ?drugs?, that is a genuine expression of the present experience. In many ways, love really is blind.

Even the ?sophisticated? couple is not immune to this phenomenon. One partner will say, ?I don?t believe in this ?we are so alike? stuff. I value differences and believe differences should be acknowledged and respected!? Their partner will say, ?Wow! SO DO I. We are going to have a great marriage! We both respect differences!? Neither one will see that they are still focusing on ?sameness?.

The enchantment or romantic stage is necessary, but temporary. In this stage the couple is hopefully bonded and connected and appropriately committed. I tend to see this enchantment stage as a little be of grace in nature. We are given a taste of the potential of the relationship, but unfortunately, it is a chemically induced taste and cannot and should not last forever. The enchantment stage will gradually evolve in the next stage ? the Power Struggle Stage.

The Power Struggle Stage

The Enchantment Stages lasts on average 6-8 months. I have worked with couples where it lasted only a few weeks before the power struggle emerged and have known other couples where it lasted 2-3 years. How long the romantic stage lasts seems to depend on how much time the couple spends with each other and the amount of ?woundedness? or ?baggage? the individuals bring to the relationship.

But eventually, for virtually all couples, the enchantment phase ends, the drugs wear off and are no longer secreted, the negative traits emerge with a greater impact, wounds and protections from childhood start being activated and the relationship moves into the ?Power Struggle?.

Sometimes also known as the ?Growth Struggle? by those who like to think positively, this stage is often very stressful to a couple.

Where a partner once wanted to spend lots of time and energy in the relationship (very different than the parents who were always too busy); now the partner is quiet, pre-occupied, unavailable (very much like the family of origin).

Where a husband or wife was, in the Romantic Phase, kind and respectful and listening; now in the Power Struggle Phase, he or she becomes impatient, authoritative, unresponsive ? again somehow familiar from childhood or teen experiences.

This can be very distressing and even frightening. At some point there is often the panicky thought, ?What have I done? I?ve married my Mom!? Or it could be Dad or grandparent or older brother or sister, or step-parent or minister, etc ? the ones I?ve had trouble with?.

While this is not a universal experience and while the intensity and precision of the this experience varies greatly, this is a very, very common and ?normal? experience in intimate, committed relationships.

The Fork in the Road

At this point there is a fork in the road. One way is what happens to couples who sort of ?do what comes naturally?. The other way (and I?m afraid it is the Road Less Traveled) is what we hope will happen for couples who choose to try to understand what is happening in intimate, committed relationships and who choose to do the necessary ?work? of the relationship. (See How to Work on a Relationship).

The First Turn in the Fork in the Road

Couples who courageously struggle with what is happening in the Power Struggle Phase without the understanding, skills and tools will tend to do one of two things:

This is where almost fifty per cent of all married couples divorce. Someone concludes that they have made a selection error, they feel the despair of the Power Struggle and decide to end the relationship. 76% of them will try again, hopefully making a better choice. Of these 57% will again divorce.

Up to 90% of the couples who stay together report their marriages as ?unsatisfactory? but choose to stay together for a variety of reasons, ranging from religious values, family values, wanting to keep the family together, financial stressors, etc. These are the couples who create the famous ?U? on the marriage satisfaction charts. (More about that later).

Some look at these statistics and say there is something wrong with marriage. I believe that the problem is not with marriage, but with our understanding of marriage, what it is, what is trying to happen and what to do about it. Intimate, committed relationships will go through a period that requires work and healing. We need to start seeing this as normal and desirable, not an indicator of a bad relationship. An we need to create ?smart marriages? that know how to handle the Power Struggle and how to tap into the healing qualities of the relationship.

These courageous couples who stay together through the unhappiness of the Power Struggle tend to adjust by creating what is call a ?parallel marriage?. They both put their time and energy into other activities and interests (school, work, children, faith communities, hobbies, books, computers, etc) and the energy that goes into the relationship is minimized. They may periodically try to connect again, but they again discover that the wounds and protective patterns learned in childhood emerge. Since they do not know what to do when that happens, they move back into the Parallel Relationship.

The good news for these couples is that in the latter years of their marriage, usually after the children are in college or remarried, there tends to be a period of rapprochement. With years of maturing and growth and experience, they try again and this time many of them have a much greater success. This is the famous ?U? chart on marital satisfaction. For marriage that last, the satisfaction starts high, drops to low as the Power Struggle starts. It stays low throughout the parallel marriage and then rises again in the latter part, again usually after the children are out of the home.

Does this mean that children are hard on marriages. While most parents are loathe to acknowledge it, the painful truth is that children require a lot of energy as do jobs and careers. Children are not to blame for the Power Struggle (Couples without children go through the same stages); but the time and energy it takes to make a marriage work when the skills and understanding are not present are too much for many of us.

The Second Turn in the Fork in the Road

I call this the route of the Conscious and Healing Marriage. Couples who select this route usually do so because they do not want either a divorce or a parallel marriage. And they have some understanding that the Power Struggle is ?growth and healing ? trying to happen?. (See Why We Really Choose Our Mates) They understand that the source of much of the relationship conflict lies in the ways we learned to cope with life?s stresses as children or teens and how those coping strategies in marriage will simply not work; they will tend to replicate some of the partner?s early, painful experiences?thus creating the pain of the Power Struggle.

These couples catch the vision of a relationship journey that slowly, carefully, determinedly works toward understanding and healing old hurts, creating safety and romance consciously in the relationship and growing or developing the skills and abilities needed to make this happen.

The Process

Couples who choose this route will find themselves learning a lot about themselves, about their partner, about relationships. That doesn?t mean it will take years before it starts feeling better or getting better, but it does mean that consistent love and availability is what is required before you can relax into a higher level of safety, trust and aliveness.

The Goal

The final stage of this fork in the road is what is sometimes called ?Realistic Love?. It is a much higher level of marital or relationship satisfaction, but unlike the Romantic Phase, it is based on a mature, realistic love that is grounded in understanding, healing and growth. It hasn?t been a happy summer for the insurance industry?s UK business. Not only has it been hit by massive claims for flood and storm damage, it has also been abandoned by legislators in its hour of need.

I refer of course to parliament?s failure to announce details of the new flood risk model that will replace the Statement of Principles before breaking up for the summer recess. Consequently an announcement will be delayed until at least September at which point there will be well under a year left before the existing agreement expires.

Significant losses due to unforeseen weather conditions are unfortunately one of those things that insurers have to deal with. However, we shouldn?t have to say the same thing about far-reaching government policy decisions.

The expiry of the Statement of Principles presents a major problem as, since the majority of commercial and home insurance policies are renewed annually, it leaves at least a three month window in which insurers are being asked to provide cover without understanding the precise level of risk they will be taking on board.

As a result many customers that are identified as living in high risk zones may find they are unable to insure their property or that the price and excess they are asked to pay on their policy undergoes a dramatic rise.

Will positive sentiment be washed away by government delays?

This situation hasn?t been created by the insurance industry and yet if it is not urgently addressed it could cause major damage to its reputation. It would be a real shame if the impact of these delays were to cloud customers? perceptions of their insurer. Especially as, despite taking heavy losses, the majority of insurers have worked hard to respond to this summer?s floods in a manner that improves their image and shows customers they care.

For example, the insurer RSA has announced it has already settled more than 40% of the 6,500 claims it received for flood and storm damage in June. And, despite suffering substantial losses, the industry as a whole was last month responsible for helping 68,000 flood-affected customers to replace treasured possessions and return to their homes.
